Heidi Wagner Morgan brings over 25 years of experience in state and federal government, political, and public affairs. Her policy expertise includes: agriculture, core business issues, early childhood education, economic development, energy and environment, economic development, finance, health care, housing, tax and utilities.

Prior to starting Wagner Morgan Strategies, LLC, Ms. Morgan led Black Hills Energy's government affairs efforts in Colorado where she directed and marshalled their successful state legislative agenda including key statute changes to major state energy policy, passage of bills streamlining the transmission planning processes for regulated utilities, modernizing customer notice practices, and creation of economic development rates for utilities.

 

Ms. Morgan previously served as a state and federal lobbyist for Tri-State Generation and Transmission Association in Colorado, working with Members of Congress on the Energy Policy Act of 2005, among other energy and environmental policies. Prior to moving to Colorado, Ms. Morgan was a federal lobbyist for the National Association of Home Builders in Washington, DC, where her portfolio included over 100 congressional offices.

 

Ms. Morgan’s expertise spans beyond the traditional lobbying. Her strength is in her strong legislative relationships, which cross the political aisle. She is both an effective coalition-builder and has extensive experience in grassroots engagement. With experience working in complex industries, Ms. Morgan has a history of success taking complex issues and boiling them down quickly to accomplish policy goals.

 

Ms. Morgan was the Political Director for a national fundraising firm where her clients included gubernatorial and congressional candidates. She was a legislative aide for Senator Howell Heflin (D-AL) and provided public liaison services for the Corporation for National Service. She has volunteered for state and federal campaigns, as well as presidential coordinated campaigns.

 

Ms. Morgan currently serves on the Board of Directors and Chairs the Public Policy Committee for Florence Crittenton Services, which provides wrap-around services for pregnant and parenting teens and their children.

 

Ms. Morgan was named a Top Woman in Energy by the Denver Business Journal. She holds a Bachelor of Arts in International Relations from the University of South Alabama and a Master of Arts in American Politics from the American University.

 

She and her husband and two children live in Golden, CO, where they enjoy everything outdoors.
